2022 Policy Handbook

INTRODUCTION

The Green Party of PEI launched our grassroots policy development process in 2020 and, following a delay brought about by the onset of the COVID-19 pandemic, celebrated the adoption of our first member-created, member-approved policies at our 2021 General Meeting in May 2021. 

The establishment of a formal process to empower and encourage party members to take an active role in forming the party’s policy agenda has been a key priority for the Green Party of PEI for many years and aligns strongly with our core value of Grassroots Democracy

According to the Party Constitution, policies are defined as “Motions that, if adopted in a vote open to all members, articulate what the Party would work toward if elected (Article 7 (1)(i)).” Going forward, all policies approved by the membership will be added to a Party Policy Book.  Where member-approved policy does not yet exist on a particular issue, the Green Party of PEI’s official position is determined by its Legislative and Shadow Caucuses. This document presents policies that were discussed and approved by the membership in 2022.  

The Grassroots Policy Development Process is open on a continuous basis and supported by the Motions Development Committee. Motions may be discussed and voted on at Annual General Meetings or at other General Meetings of the Party called for this purpose. Members interested in developing a policy proposal are encouraged to learn about the process and support available at www.greenparty.pe.ca/grassrootspolicy and to contact the Motions Development Committee to share their ideas and get support at [email protected].

 

 

DEMOCRACY

Extend Voting Rights to Permanent Residents in Municipal Elections

The Green Party of Prince Edward Island supports extending voting rights to all permanent residents for municipal elections and school board elections in Prince Edward Island.

Good governance for our province

The Green Party of Prince Edward Island supports the development of an effective governance framework including legislation, regulation, and administrative practices to provide consistent administration of all lands in PEI. The Good Governance framework will be designed to provide all Islanders the opportunity to invest and participate in sustainable economic development opportunities. 

The Good Governance framework will be required to address the considerable challenges of our time, including mitigating the negative impacts of climate change; preventing loss of soil, forest, biodiversity, and wildlife; reducing personal car use by developing safe, reliable, and efficient public transportation systems for rural and urban communities, alleviating the housing shortage with truly affordable, healthy housing for low-income and vulnerable citizens.

The Green Party of Prince Edward Island supports the fundamental concept that there should be full transparency and accountability for how PEI governments use public funds and support the adoption of modern public sector management practices that ensure public funds are used with due regard to value for money and for the achievement of outcomes that are in the interest of all Islanders.

 

HEALTH and WELLNESS

Comprehensive mental health care in the Perinatal Period

The Green Party of Prince Edwards Island supports the development of a Perinatal Mental Health strategy to be developed through legislation that provides clear guidelines and protocols for the prevention, assessment, and treatment of perinatal mental health disorders.




ANIMAL WELFARE

Improving animal welfare in PEI

The Green Party of Prince Edward Island recognizes animals as sentient beings with biological and psychological needs.

The Green Party of Prince Edward Island supports the transfer of responsibility for animal welfare away from the province’s Department of Agriculture. 

The Green Party of Prince Edward Island supports a comprehensive review of current animal welfare legislation, regulations, enforcement, programs, and policies in PEI through the establishment of an independent expert advisory committee to make recommendations. 




ENVIRONMENT

The Green Party of Prince Edward Island supports a comprehensive, ecologically sustainable forestry policy that: 

  • Substantially increases the area of forested land on PEI
  • Maximizes the carbon sequestration and storage capacity of PEI forests
  • Diversifies forest planting and includes more temperate species 
  • Enhances forest resilience 
  • Strictly limits when and where clear cutting can take place 
  • Includes strong financial incentives to discourage clearcutting
  • Includes protection of species at risk 
  • Provides education about the removal of invasive species and introduces measures to prevent their importation
  • Provides woodlot owners with incentives to promote the use of sustainably harvested wood products 
  • Recognizes the importance of Indigenous wisdom and practices
  • Recognizes the critical role forests play in maintaining wetlands
  • Recognizes the critical importance of old growth forests and trees
  • Commits government to implement active tree planting programs on government-owned land and road rights-of-way.

A JUST SOCIETY

Basic Income Guarantee for Prince Edward Islanders

The Green Party of Prince Edward Island recognizes that a regular payment in the form of a Basic Income Guarantee, distributed with minimal bureaucracy, is necessary to break the cycle of poverty and achieve sustainable change.

The Green Party of Prince Edward Island recognizes that a Basic Income Guarantee (BIG) would provide new possibilities for the well-being of everyone and help people to flourish.

The Green Party of Prince Edward Island also recognizes that BIG is an essential component of a just society but must not replace the social supports and services that currently exist, and which, in many cases, should be strengthened.

The Green Party of Prince Edward Island also recognizes that a BIG must be universal, unconditional, sufficient, responsive, and respectful.

 

Housing is a human right – the case for public housing

The Green Party of Prince Edward Island recognizes that housing is a human right and that priority in housing policy must be given to vulnerable groups and those in greatest need of housing 

The Green Party of Prince Edward Island believes that provincial government investment in housing, including those that draw upon federal funds, should be for publicly owned, cooperative, and/or non-profit housing. The Green Party of Prince Edward Island holds that those affected by homelessness and inadequate housing are rights holders with a right to participate in a strategy to realize their rights, rather than as persons in need of charity.
